On 27 October 2020, members of Council approved the draft Green Building Policy: New Buildings, along with the draft Development Contributions Policy. The two policies will each undergo a public participation process, upon public notice, to give members of the public the opportunity to engage with the documents and submit their comments or input.

Dates for public participation are still to be released.
The draft policies are available in the links below for members of the public to scrutinise:

Development Contributions Policy

The aim of the Development Contributions policy is to simplify and integrate the development contributions process and charges for roads and stormwater, water and sewerage, electricity and public transport services across the City. It is intended to speed up the rate of development by providing greater clarity around an existing capital funding instrument that allows for the timely provision of essential bulk infrastructure required to service the needs of new development. It also aims to give further effect to section 47(2) of the City of Johannesburg Municipal Planning By-Law (2016), which indicates that the rules for levying an external engineering services contributions must be set out in a policy/by-law which is adopted and approved by the City.

Green Building Policy

In response to growing climate change concerns and an imperative to transition to sustainability, the City of Johannesburg through its Development Planning Department is in the process of drafting a policy to guide the development of green buildings within the City. The aim of the City’s first Green Building Policy is to promote resource efficiency and set high-performance standards for all new buildings within Johannesburg’s built environment, on a pathway towards a low carbon future.
